- Science, Education and Innovations in the Context of Modern Problems (SEI) is an open-access, peer-reviewed scientific journal committed to the dissemination of high-quality research without barriers. In line with global academic publishing standards, all articles published in SEI are freely available online immediately upon publication.
- No subscription, registration, or payment is required to access any content.
- We believe that unrestricted access to scientific knowledge benefits researchers, practitioners, and the broader public, fostering the global exchange of ideas and accelerating scientific progress.
- The journal’s website provides direct, permanent access to all articles in full-text PDF format without limitations.
SEI adheres to the principles of the Budapest Open Access Initiative and promotes free and universal access to scholarly knowledge.
Copyright and Licensing Policy
- All articles published in SEI are licensed under the Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International License (CC BY-NC-SA 4.0). This license allows users to:
Share — copy and redistribute the material in any medium or format;
Adapt — remix, transform, and build upon the material.
Under the following conditions:
Attribution — Appropriate credit must be given, a link to the license provided, and any changes made must be indicated.
Non-Commercial — The material cannot be used for commercial purposes.
ShareAlike — Derivative works must be distributed under the same license as the original.
- There are no additional restrictions beyond those stated in the license. The journal retains the copyright, but authors have full rights to reuse and distribute their work in line with the license terms.

Reproduction and Copyright Requests
Authors retain copyright of their work published in SEI. Authors may reuse their articles (e.g., as part of a thesis, book chapter, or teaching material) provided that proper credit is given to SEI as the original publisher.Formal permission for reproduction is not required under the CC BY-NC-SA 4.0 license. However, we encourage notifying the authors in case of reuse for transparency and scholarly integrity.
Plagiarism and Ethical Publishing Standards
SEI maintains strict ethical standards and actively combats academic misconduct, including plagiarism. All submissions undergo thorough plagiarism screening using recognized software such as Turnitin and other internal systems. We cooperate closely with academic institutions in Azerbaijan to strengthen our plagiarism control mechanisms.Submitted articles are checked in their original language (e.g., Azerbaijani, English, Russian, Turkish, Persian) before translation and publication. Plagiarized manuscripts are automatically rejected, and repeated offenses may lead to a permanent ban.
Authors must:
Submit only original work not published elsewhere.
Provide proper citations for any referenced or quoted material.
Refrain from submitting previously published articles, even in a different language, without appropriate acknowledgment and justification.
Metadata Collection Policy
SEI supports and implements OAI-PMH (Open Archives Initiative Protocol for Metadata Harvesting) version 2.0 to enhance the discoverability and interoperability of its published content. Article metadata (title, authors, abstract, keywords, references, etc.) is structured and accessible to indexing services and repositories globally.

Advertising Policy
SEI adheres to the Law on Mass Media of the Republic of Azerbaijan and maintains a strict separation between editorial content and any commercial interests. The journal does not accept advertisements linked to specific articles and does not include sponsored content or advertorials.
Deposit Policy (Self-Archiving)
In line with our open-access policy, authors are permitted and encouraged to deposit the final published version of their article in:
